Acquiring the Romanian Citizenship

The Romanian citizenship can be acquired through birth, through adoption, or may be granted at request.
● acquiring the Romanian citizenship through birth:
All children born on the Romanian territory from Romanian parents are Romanian citizens.
Are also Romanian citizens, people who:
– Were born in the Romanian state, even if only one of the parents is a Romanian citizen.
– Were born outside the country, and both parents, or only one parent is a Romanian citizen.
The child found on the Romanian territory is a Romanian citizen, until proven otherwise, if either parent is unknown.
● acquiring the Romanian citizenship through adoption:
The Romanian citizenship can be acquired by the child who is a foreign citizen or stateless, through adoption, if the adopters are Romanian citizens and the adoptee is not yet 18 years old. If the adoptee is an adult, his consent is required. If the adoptee had reached 14 years old, his consent is required.
The underage, adopted by a single person, Romanian citizen, will acquire his adopter citizenship.
● acquiring Romanian citizenship by granting at request
Romanian citizenship can be granted, to a stateless person, or a foreign citizen at request, if he meets the following requirements:
a) if he was born, or if at the date when the request is filed, resides on the Romanian territory, or, even if not being born on this territory, resides meeting the legal conditions on the Romanian state territory for more than 8 years, or in case he is married and lives with a Romanian citizen for more than 5 years from the marriage date;
b) Proves loyalty towards the Romanian state, through behavior, actions and attitude, does not support or perform actions against the lawful order or national security, and if he states that he had never done in the past as stated above.
c) Has reached the age of 18;
d) has legal means in Romania, secured for a decent existence, under the conditions established by the legislation according the status of the foreigners;
e) is known with a good behavior and has not been convicted inside the country or abroad, for a crime which makes him unworthy of becoming a Romanian citizen;
f) knows Romanian language and has elementary notions about the culture and the Romanian civilization, enough to be able to integrate in the social life;
g) Knows the Romanian constitution and knows the National Anthem.
The procedure for granting the Romanian citizenship, at request, is the following:
– The submission of an application, personally or through a representative with a special authentic delegation, at the National Citizenship Authority from Bucharest;
– The settlement of the request by the Citizenship Committee;
– The verification by the Citizenship Committee, of the fulfillment of the conditions for the acquiring of the Romanian citizenship, respectively the applicant’s knowledge of the Romanian language (reading and writing), his knowledge of the Romanian civilization and culture, and also his knowledge from the Romanian Constitution and National Anthem.
– Preparation of a report by the committee which includes the motivated propositions for granting the Romanian citizenship or, according to the case, for rejecting the granting of the Romanian citizenship.
– The release of the Romanian citizenship granting, by the President of the National Citizenship Authority.
– Making the oath of allegiance towards Romania.
● Reacquiring the Romanian citizenship lost before 22’nd of December 1989
The Romanian citizenship can be also given to the person who acquired it through birth or through adoption, and who lost it, due to imputable reasons, or it was taken from him without his will, thing available also for his descendents up to the third degree.
The applicant will have to:
– Prove through his behavior and his attitude loyalty towards the Romanian state and the Romanian people
– Must be at least 18 years old
– Must be known with a good behavior, and not to have been convicted in the country or abroad for a crime which makes him unworthy of being a Romanian citizen
The Romanian citizenship will be granted, at request, by keeping the foreign citizenship, and establishing residence in the country, or maintaining residence abroad.
● reacquiring the Romanian citizenship lost after the 22’nd of December 1989
The Romanian citizenship can be given also to the person who lost it and who asks its reaquirement, if he meets the requirements of the law.
The applicant has to:
– Prove through his behavior and his attitude loyalty towards the Romanian state and the Romanian people
– Must be known with a good behavior, and not to have been convicted in the country or abroad for a crime which makes him unworthy of being a Romanian citizen
Like mentioned in the above situation, the Romanian citizenship will be granted, at request, by keeping the foreign citizenship, and establishing residence in the country, or maintaining residence abroad.

– The submission of an application, personally or through a representative with a special authentic delegation, at the National Citizenship Authority from Bucharest, or at the territorial offices;
– The settlement of the request by the Citizenship Committee;
– Preparation of a report by the committee which includes the motivated propositions for granting the Romanian citizenship or, according to the case, for rejecting the granting of the Romanian citizenship.
– The release of the Romanian citizenship granting by the President of the National Citizenship Authority.
– Making the oath of allegiance towards Romania.
